The report the screening process was sent to family physicians from all over the country. However, close to 6500 reports have been lost and another 4500 are being sorted out by the confused postal department.</p>
<p>While there are no serious <a href="http://www.torontosun.com/2011/07/26/canada-post-loses-medical-data" target="_blank">privacy </a>issues involved, that private medical data has been lost is generating concern among the officials regulating health care in the country. There is criticism that such an old-fashioned approach was a used to send reports to the family Physicians. A single USB drive would have sufficed to compile all the reports. In such a scenario, reliance on old-fashioned methods has raised eyebrows. Even a compact disc would have sufficed for the purpose but the organization decided to going for paper reports which not only increased the risk but also enhanced the cost.</p>
<p>The blame seems to be completely on the part of the postal service as authorities have appreciated the efforts of Cancer Care Ontario to distribute the information to a large number of medical experts.</p>
<p>The organization has spent close to $45000 for the postal service. It represents a significant loss of reputation and credibility for the postal organization. It also represents a significant economic loss for the organization that has spent so much time compiling the information that may help track instances of colon cancer faster. The fact that the mishap comes in the backdrop of the recent <a href="http://www.torontosun.com/2011/07/26/canadian-economy-would-feel-us-economic-meltdown" target="_blank">strike </a>makes it even more embarrassing for Canada Post.</p>

<p>Toronto is a notable omission from the itinerary of the royal tour of the Duke and Duchess of Cambridge to Canada. The tour is primarily a leisure tour with a few official engagements thrown in. However, the royal couple have come up with a uniquely Canadian tour filled with a dragon boat race, a BBQ, a trip on a frigate and a float plane, and a game of street hockey.</p>
<p>The tour is all set to create a craze for <a href="http://www.cntower.ca/en-CA/360-Restaurant/Overview.html" target="_blank">Canadian holidays </a>that bypass the largest city. Tourists to the city may breathe a sigh of relief as this means they can avoid the stricter security measures that invariably accompany the high profile couple. However, hoteliers and other service providers will rue the fact that they have been given a cold shoulder. They will face a further reduction in tourist interests as all holiday goers will focus on the interiors of Canada and will try to relive the experience of the royal couple.</p>
<p>Skipping Toronto means that that the royal couple will miss all that the CN tower <a href="http://www.thestar.com/news/canada/article/1012537--for-will-and-kate-best-of-canada-doesn-t-include-toronto?bn=1" target="_blank">revolving restaurant</a>. Other facilities may be common but William and Kate will definitely not find another revolving restaurant about 1150 feet high.</p>
<p>The country is not known to flaunt its connection with the British Empire but the royal couple have been the toast of fashion and lifestyle experts for the past few months ever since the marriage. Further, the hope that this royal marriage may work out well is an attraction for the Canadians.</p>

<p>About one third of victims of violent crime are in the teenage years. After car accidents the leading cause of death for the 12 to 19 year olds is homicide. More than 1500 young children and teenagers are murdered each year.These teenagers are not always the victims they are sometimes the one that commits the crimes. In fact, most of the violent crimes are committed by someone that is under the age of 25.There were 15% of arrests that were made by people within the 18 years old and under range. There were also 1100 homicides committed by children or teenagers that are under the age of 18.</p>
<p>There is an obsession among news programs and politicians concerning the crime rate among teenagers. There is often daily reports on the statistics of teenage crime rates. It is often reported that the rates have changed dramatically in the <a href="http://www.time.com/time/magazine/article/0,9171,986709,00.html">teen </a>age group. Some crime statistics have showed that in actuality that the teens of today are not committing as many crimes as teenagers of decades ago did. There are certain crimes that these<a href="ftp://ftp.iza.org/RePEc/Discussionpaper/dp757.pdf"> statistics</a> show teenagers as being less likely to commit but the statistics from the FBI show that there is a rise in crime rates in certain areas among teenagers.</p>
<p>The statistics do however show that crimes that are violent or non-violent are still being committed among teenagers. The adolescents brain is still in the process of being developed causing them to make poor choices at times.This is where the parent needs to step in and make proactive choices when parenting the teenager.</p>

If you think a trip to Canada may be out of question for you and your family, think again. Perhaps you want to take the kids to Toronto. While you’ll still have to spring for the transportation costs to get to the city, there are plenty of ways to save money after getting there. Contrary to popular belief, you don’t have to spend money tp have fun in Toronto. Below is a list of Toronto attractions that are free!</p>
<ul>
<li>Toronto boasts Canada’s      largest museum in The Royal Ontario Museum. On Wednesday nights from 4:30      p.m. to 5:30 p.m., admission to the museum is absolutely free. On Friday      nights from 4:30 p.m. to 9:30 p.m., admission is only half-price (a      regular adult ticket is $22, so this is a steal).</li>
<li>If you’re a fan of      classical music, then Toronto’s Harbourfront is where you need to be      during the summer months. The “Summer Music in the Garden” series is free      and you can listen on Thursday nights at 7:00 p.m. and/or Sunday nights at      4:00 p.m., weather allowing, of course.</li>
<li>The Art Gallery of      Ontario, which is housed in Toronto, offers free admission on Wednesday      nights from 6:00 p.m. to 8:30 p.m. The museum houses exhibits in contemporary      art, as well as European and African art. The AGO is among the largest      museum in all of North America and is also very popular with tourists.</li>
</ul>
<p>These are just a few ways to experience Toronto for free. Take a stroll through the free markets around the city, too. You never know what you might find there.</p>

<p>Canada celebrates its birthday on the first of July, and if you happen to be in Ottawa on that day, you’ll have no shortage of events and happenings to attend. Parliament Hill is located in Ottawa, so while there are many birthday festivities all over Canada, the most popular are found in Ottawa. Festivities take place on Parliament Hill, as well as in neighboring parks such as Major’s Hill Park and Confederation park, to name a few. From free musical entertainment to chicken dinners, Ottawa offers just about everything on Canada Day, and the best part? Almost all of it is free!</p>
<p>Two of the most popular Canada Day events take place right at Parliament Hill. At the strike of noon, the Canadian Snowbirds perform a fly-by in honor of the day itself, as well as the country’s prime minister and other high-ranking officials. Live performances by popular musicians take place throughout the day. Participating musical acts in recent years have included Barenaked Ladies and Hey Rosetta!</p>
<p>At nighttime, usually around 10 p.m., fireworks take over the sky above Peace Tower on the hill. While the show can be seen from all over (and always promises a spectacular ending), there are locations that provide some of the best viewing experiences possible. Major’s Hill Park is the most popular viewing spot, but the Canadian Museum of Civilization also offers great views.</p>
<p>Canada Day brings about other fun activities, whether you’re with your family or running solo for the day. Take a look at the following list for some fun ideas.</p>

<p>Vacationing in Canada offers a wide variety of activities and sights. Ontario alone offers tourists a myriad of fun adventures. One thing Toronto offers—if you’re up for something different, that is—is paranormal in nature. The Royal York Hotel, built in 1929, is located in downtown Toronto and, according to guests and employees alike, is haunted. The 28-floor hotel is located across the street from Union Station, can be arrived at by tunnel, and has hosted many members of the royal family, as well as celebrities. With the building’s age come many different tales of ghosts.</p>
<ul>
<li>On the eighth floor,      people have reported seeing a greying man wearing a smoking jacket. He      wanders through the hall way and a hotel ballroom. There have also been      claims that the ghost of an old bellman wanders the eighth floor as well.</li>
<li>The penthouse level of the      hotel houses the now-defunct Crystal Ballroom. The hotel elevators still      go to the ballroom on a regular basis. Guests in the room below always      report loud music and voices from the ballroom above.</li>
<li>Room lights and hallways      lights flash on and off for no reason. After this occurs, guests have      reported hearing screaming children running up and down the hall. When      they check, the hallways are empty.</li>
<li>The top floors of the      hotel house maintenance rooms that only workers have access to. Years ago,      a workers hung himself in the staircase leading to the roof. Today,      workers report screaming from the staircase. Surveillance footage shows      nothing.</li>
<li>Maintenance workers have      reported changes in the electrical current, elevators stopping at random      floors, loss of power to tools, and gusts of cold air in well-heated      areas.</li>

			<content:encoded><![CDATA[<p>The Canadian city of Quebec offers the adventurous something that cannot be found anywhere else in North America: a hotel made entirely from ice. The experience is surely like no other, but if you’re planning to take the plunge and visit Ice Hotel Quebec for a night or two, there are some things to keep in mind.</p>
<p>The best advice is always to think the situation through. Staying at the ice hotel might seem like a great idea, but there are things to consider. Can you handle the cold for an extended period of time? Do you want to spend all of that money on something you may or may not enjoy? If you’re not up to staying overnight at the hotel, you do have the option of just taking a tour and/or having a drink at the hotel bar.</p>
<p>This should be common sense, but refrain from drinking a bunch of alcohol. Alcohol thins the blood stream and speeds up the loss of body heat. Be responsible when visiting the hotel bar, especially if you’re planning to spend a night or two at the hotel. Bathrooms are located outside of the hotel, so unless you’re okay with having to run outside every ten minutes, the less you drink, the better.</p>
<p>If you’ve decided to be adventurous and stay at Ice Hotel Quebec, make sure that you speak with someone when making your reservations. You have different options, such as reserving a hotel room nearby if the weather gets too cold. Be sure you get what you need—this will make your stay as pleasant as possible.</p>
<p>Lastly, be sure to dress appropriately for your stay.  You’ll receive information from the hotel on the proper dressing procedures, but there are some simple common sense steps to follow, too. Never overdress—it doesn’t always mean you’ll be warm. Wearing the right items is a better choice. Avoid items made of cotton, as it absorbs sweat and will only make you colder.</p>

<p>When it comes to winter, there may be no better place to spend it than Canada. It’s no secret that Canadians love their winter season. As a result, there are plenty of activities to keep you busy, whether you’re just visiting for a few days, a week, or if you’re lucky enough to be able to move there. If you’re looking for something fun to do while in Canada, look over the list below and go from there. The possibilities are almost endless!</p>
<ul>
<li><strong>Visit a ski resort. </strong>There is no shortage of these throughout      Canada. One of the most popular is Whistler Blackcomb, only a couple hours      north of Vancouver in British Columbia. Mont-Tremblant is just north of      Montreal, and Banff &amp; Lake Louise in Alberta are also popular      skiing/snowboarding destinations.</li>
<li><strong>Stay a few nights at the Quebec Ice hotel.</strong> This is sure to be      one unique experience! The entire hotel has the outer appearance of a      cathedral and is sculpted entirely from ice—even the furniture and      chandeliers! The hotel is built new each year and is open from January to      April. Dress appropriately, though. The temperature runs between 23 and 28      degrees Fahrenheit (-2 to -5 degrees Celsius).</li>
<li><strong>Skate the length of the Rideau Canal in Ottawa.</strong> The canal is      five miles long and is a popular skating destination each winter. Visitors      and residents use the ice for recreational purposes, but some also use it      as a means of transportation. Open when the canal is decidedly frozen, you      can rent skates right when you get there!</li>
<li><strong>Give snowshoeing a try.</strong> This activity was first used as a way      of transportation for traders and the like, it’s mostly a recreational      activity now. Whether you’re looking for a new way of exploring the      terrain or just want a new form of exercise, snowshoeing is definitely      worth a try. Many Canadian lodges and ski resorts offer snowshoe rentals      at decent prices, and if you’re looking for more than just a day of the      activity, take it one step further—heli snowshoeing takes you to remote      locations. If you’re not up for that, try a two-day excursion and stay      overnight in an igloo.</li>

While you’ll have to take a few extra steps, like getting a passport, Canada offers a wide range of different vacation spots that you’re sure to enjoy. There’s bound to be something—or some place—for everybody.</p>
<p><strong>Quebec City: </strong>Like few other cities throughout North America, Quebec City offers a true “old city” feeling. Gorgeous 17<sup>th</sup> century architecture towers throughout the city. French cafes are everywhere along the cobblestone sidewalks, and there are still old fortress walls in existence. The experience offers a historic feeling.</p>
<p><strong>Whistler Blackcomb: </strong>An incredibly scenic two-hour drive from Vancouver, Whistler is one of the best known ski resorts in the world. Two mountains—Whistler and Blackcomb—offer a staggering 8,000 acres of powder for skiers and snowboarders. <p>The Canadian Tulip Festival is one of Canada’s most famous springtime festivals. The festival began in 1953 and has run every year since, showcasing a different theme each year. Recent themes have included “Floral Artistry of Japan,” “Where Ideas Bloom,” and “Liberation,” which celebrated the liberation of Europe.</p>

<p>If you’re heading to Canada for a winter getaway, but aren’t sold on the idea of vacationing in the “normal” cities such as Vancouver, Toronto, or Quebec City, give Labrador a chance. Located in the big province of Newfoundland, Labrador, like most of Canada, offers some great scenery. The city also offers considerable amounts of snowfall and cold temperatures, but if you’re a fan of the winter season, Labrador also presents some enjoyable activities.</p>
<p>The Cain’s Quest Snowmobile Race is held every year, typically during the second or third week in March. The race was first held in 2006 and spanned 745 miles (1,200 kilometers) and was an instant hit with Labrador residents and tourists. Cain’s Quest now runs at least 1,553 miles (2,500 kilometers) and participants are from Canada and the United States. If you’re not up to watching the race, you can track participants via the race’s website.</p>
<p>The SnoBreak Winter Festival is also a huge tourist attraction. Held at Happy Valley-Goose Bay over the second week in March, this festival is very family friendly. It includes activities like ice sculpture carving, a GPS-based treasure hunt, A cross-country skiing race known as “The Big Land Loppet,” and a “Family Toboggan party,” which offers numerous family-oriented games, hot dogs, and loads of hot chocolate.</p>
<p>Every three years, the location above hosts the Labrador Winter Games, which typically span the first week in March. In a large celebration of the winter season and sports and the culture of the city of Labrador, people can partake in many different events. These include volleyball tournaments, dog sled, snowmobile, and snowshoe races, hockey, and the Northern Games, a set of four different (and interesting) skill events.</p>

			<content:encoded><![CDATA[<p>Many of us have heard of Fan Expo Canada (commonly referred to simply as “Expo”) from family or friends, but it can be difficult to understand, much less explain, if you’ve never been there yourself. It’s difficult to discern from the name just what “Expo” is, but that’s what makes it so much more interesting.</p>
<p>So, what exactly is Fan Expo Canada? Founded in 1994 by Hobby Star Marketing and first held in 1995, Expo was originally called the “Canadian National Comic Book Expo.” In its early days, Expo showcased comic books, science fiction and fantasy items, and television/movie-related items over a three-day period.</p>
<p>In the years since, the event has moved to the Metro Toronto Convention Center and has grown from just 1,400 attendees in 1995 to over 60,000 in 2010. Expo now showcases a very wide range of pop-culture items, including video games and card games and include items from the genres of horror, anime/manga, Internet items, and standard animation.  Other offerings include workshops, discussion panels, film previews, seminars, costume contests, and even portfolio reviews for those interested in the film and video game industries, among other events.</p>
<p>Each year, there are numerous celebrities in attendance, as well as other notable guests. Recent years have included William Shatner, Tobin Bell, Sean Astin, Brent Spiner, Johnny Yong Bosch, Victor Lucas, and Yoshitaka Amano, among many others. There have been surprise guests, such as Tobin Bell in 2009, and in 2004, Patrick Stewart cancelled his appearance for health reasons, but then returned to Toronto a month later to make up for his absence.</p>
<p>In 2011, the event will move to four days, with Thursday being the first day. Attendance is expected to be upwards of 70,000, which will raise space issues once again. If you’re planning to head to Toronto, buy your tickets early!</p>

			<content:encoded><![CDATA[<p>In June 2009, a law was passed stating that any citizen of the United States wanting to get into Canada, regardless of reason, would need a passport from then on. If you’re planning a trip to Canada, this is one thing you’ll definitely have to keep in mind, especially since things weren’t always this way.</p>
<p>It should be noted that, if you don’t have a passport there are other documents that can stand in its place. If you’re curious about this items, take a look at the following list:</p>
<ul>
<li><strong>A NEXUS Card: </strong>This has the advantage of being able to use      faster lanes when crossing the border both ways. The application process      involves a bit more than the paper application, though. Fingerprinting and      an interview process are just two items.</li>
<li><strong>A U.S. Passport Card:</strong> This operates much like the regular      passport regarding travel to Canada. If you plan to travel internationally      though, this will not allow that.</li>
<li><strong>A FAST/EXPRES Card:</strong> This is only for truck drivers who cross      the borders a lot. The process is pre-approved by border officials in most      cases.</li>
<li><strong>An Enhanced Driver’s License:</strong> Currently, this is only      available to citizens of New York and Washington, but is going to be      available in other states soon. The license proves identity and      citizenship and will work if you’re traveling by land and sea, but will      not work by air.</li>
</ul>
<p>The best option is always the regular U.S. Passport, especially if you plan to travel elsewhere outside of North America any time in the future. You can apply for a passport through your state government and can have the proper photos taken at numerous locations, including your local post office. There is currently a fee of $175 for a new passport. The fee is less to renew a passport.</p>
<p>If you need your passport sooner than the standard four to six weeks, you can have it rushed. Rush My Passport, from the U.S. Postal Service, allows you to renew or file for a new passport for $100. In most cases, the process will be completed within 24-48 hours.</p>

<p>Sharing a friendly border with the United States, Canada has  long been a favorite travel destination for many Americans. The country  offers a rich history, culture and some of the best outdoor experiences  you can imagine. You can head into the wild upcountry and challenge the  cold, or go to the city for fun and entertainment. Whatever path you  choose, you are in for an unforgettable journey.</p>
<p>For those wanting to explore nature and its offerings, you can go to  Manitoba. This is the place where early French explorers came to walk  over its prairies in the warm and frigid months. Black Island is a  beautiful destination, with shorelines looking out onto the water, and  you take in the artic near Hudson Bay. This is also the spot where you  can find the best chances of spotting a roving polar bear. You can ride a  vehicle into the cold and get up and close and personal to these  animals, who can stand 10 feet in height and weigh upwards of 2,000  pounds.</p>
<p>To get a taste of the city life, Vancouver is the destination you need.  Here, you can take part in the Vancouver Playhouse International Wine  Festival or catch a swim at Kitsilano Beach. Granville Island is home to  numerous shops, artists creating their work and various quality dining  establishments. You can even catch a glimpse of a whale by taking a boat  out to sea. You can take in a group of killer whales, which is a moment  you won&#8217;t soon forget. Or, if you like to gamble, can head over to the  Plaza of Nations for a casino game.</p>

			<content:encoded><![CDATA[<p>Canada&#8217;s Wood Buffalo National Park is a unique area to find  experiences in the country&#8217;s outdoor regions of the North. The salt  flats provide a startling backdrop to a morning sunrise, and you can  watch for wood bison and whooping cranes circling overhead as they greet  the day. You can also watch swans, geese and ducks ply the water as you  wait on the shore, enjoying the spread of beauty across the  Peace-Athabasca Delta. This area boasts the biggest freshwater delta  located in the northern part of Alberta.</p>
<p>The park offers a number of outdoor activities, including camping,  canoeing and hiking. There will be plenty of daylight for your  adventures, as the sun never really sets during an artic evening. One of  the most beautiful sights that you will see is the Aurora Borealis, or  the Northern Lights. You can take a ship out to see them on the water or  can just take them in the from the land.</p>
<p>The park itself is open throughout the year, with the busiest season  during May up through Labour Day in September. During the peak time, you  can access camping at either Kettle Point or the Pine Lake Campground  throughout the week. If you want to stay Kettle Point as a group, you  will need to contact the park and make a reservation. One of the first  places you should stop is in one of two visitor centers in the park,  either the Fort Smith Visitor Reception Centre or the Fort Chipewyan  Visitor Reception Centre. Here, you can get park information, maps and  weather news before you head out. You can also check out the park&#8217;s  website online to find out further information regarding schedules,  tours of the park online and various other valuable information. Wood  Buffalo National Park is a treasure to explore and a place you will want  to visit.</p>

			<content:encoded><![CDATA[<p>Batoche National Historic Site of Canada, located on the shores  of the South Saskatchewan River displays the remains of a nineteenth  village. Here, the last battle of the Northwest Rebellion of 1885 was  fought. Batoche was also the spot where Louis Riel chose to set up his  &#8220;Provisional Government of the Saskatchewan.&#8221; The park service has done  extensive restoration to many of the buildings on the site, and you can  experience life here during the period from 1860 to 1900. You can also  get a personal view into the life of the Metis people that lived here.</p>
<p>At the park, you can walk along the shores near the village and see  where the Metis provisional government squared off against the Canadian  government. The area&#8217;s river lot system will be fascinating to explore,  as are its numerous functions for the community. History comes to life  when you take part in Back to Batoche Days, as Metis culture and  traditions are put on display. You can see crafts from the time period,  such as beading, and dance to wonderful music. This event occurs in the  third week of July.</p>
<p>The park offers a picnic area that is located near the Visitor Reception  Area and at the East Village. There are no grills or open fires allowed  at these sites. There are also outdoor sheltered tables available  during bad weather. All of the historical buildings on the property are  accessible to wheelchairs, and motorized wheelchairs are available for  those in need of them. There are also baby jogging strollers as well.  These items are given to those first to come in and request them. There  is a fee to enter the parks, and you can find further information on the  area at the visitor center on site. Batoche National Historic Site of  Canada is a wonderful way to spend a day.</p>

			<content:encoded><![CDATA[<p>The Bethune Memorial House National Historic Site of Canada  honors the life of Dr. Henry Norman Bethune. The birthplace site  recounts the achievements of his amazing life and his dedication to the  environment and work to help others. Throughout his lifetime, he had a  number of roles:  activits, battle surgeon, humanitarian, teacher,  creator of art and inventor. The most well known aspect of the life is  the final two, when he worked in China as a teacher and surgeon.</p>
<p>During World War I , he was a member of the Royal Canadian Army Medical  Corps as a stretcher bearer. He later finished his degree in medicine  and then joined the Royal Navy. As a surgeon later on, he cam up with  several advances, including surgery on the chest. He was also  responsible for setting up the Montreal Group for the Security of  People&#8217;s Health, which was the first to support the socialization of  medicine. His surgery work in China at the front of the battle lines  also testify to his humanity and care for others.</p>
<p>You can tour Dr. Bethune&#8217;s home, which was built during the late  nineteenth century. There are also a number of artifacts and various  exhibits available in the Visitor Centre, including a ten minute film  that goes into his lifelong work. There are special events held at the  site on Canada Day and Thanksgiving during October.</p>
<p>The park is open from June through August daily from 10 AM to 4 PM, and  on Saturday through Wednesday at the same times. From November through  May it is only open by appointment. The part recommends that you  schedule at least one hour to view the exhibits and then extra time for  the film and tour. There is a fee to enter the facility. The park also  provides programming for school groups. This park is one that you will  definately want to visit.</p>

			<content:encoded><![CDATA[<p>Carillon Barracks National Historic Site of Canada came into  being during the building of the Ottawa River system of canals. This  structure was built in the period between 1830 and 1837. In the years of  1837 and 1838 the English took over the structure and added some of  their own changes to it. It also served as a source of housing between  1840 and 1936, finally ending now as the home of the Historical Society  of Argenteuil County&#8217;s museum. This museum has preserved a number of  artifacts that will delight your fancy and pique your interest in  history.</p>
<p>The museum focuses on preserving, exhibiting and educating the public  about the cultural history of the various peoples in the area. These  include the Quebec, British, French, Canadian and Aborignal peoples.  There are approximately 7,000 artifacts preserved here, tracing the  history of daily work, military, clothing and artistic traditions of the  various people. It also displays the work of Sir John-Joseph and Maude  Abbott. Their art collection featurs both local and famous artists from  all over. You can take a look at various drawings, paintings and  sculpture. For history enthusiasts, you can check out their military  collection, which features such groups as the Argenteuil Rangers.</p>
<p>There is a fee to enter the facility, and is open from the latter part  of March into the middle of December from Tuesday through Sunday. There  are various locations around the site that are ideal for picnics, and  you visit the local village of St-Andre d&#8217;Argenteuil, which is near the  Ottawa River. This area offers numerous vistas, fascinating experiences  and is worth an afternoon out. The beauty of the area and the chance to  step back into history make the Carillon Barracks National Historic Site  of Canada a must see stop on your trip through Canada.</p>

<p>The trail begins in Dyea, Alaska and ends at the Yukon River. The story  of the region is told through the land, following the 33 mile trail that  they walked to get to the dream of wealth and adventure at the end. 			<content:encoded><![CDATA[<p>Southern New Brunswick was recently hit with a series of heavy  and coninuous rains that have caused the area to be the victim of  massive flooding. The rains helped the waters held by the St. George Dam  to overflow the barrier, covering the area in floodwaters. Volunteers  in the area are starting to help by using pumps to remove water from  residences within St. George and Bonny River. These two areas have seen  some of the most massive flooding.</p>
<p>Various relief organizations are already putting efforts forth to help  the families and various vicitms of the flooding. They have put out a  call for firewood, donations of funds or even gift cards that can be  used to help the flood victims. Currently, firewood is the greatest need  that these people have. This is due to those homes that can now only be  heated through firewood, much of which was washed away when flood  waters and strong rains hit the area.</p>
<p>Town meetings are being set up to inform residents of help options that  are available and and related efforts that are being put into action.  Homeowners and businesses alike were the victims of enormous damage to  structures, loss of products and personal property. One business owner  stated that he lost around $2,000 in damage to the company&#8217;s inventory  of products. The current operation is offering individuals up to a total  of $4,000 in order to help with immediate costs for recovery. The  Canadian Red Cross has also swung into action, bringing in immediate aid  to help the flood victims.</p>
<p>The government is stepping in as well to give residents short term  housing to those who have suffered the most severe losses to property  and homes. In addition, they will help to conduct inspections to ensure  the health of safety of a structure, test water for drinkability and get  power services back up and running.</p>

The latest recall concerns  American General Motors salwes of over 13,000 vehicles in the crossover  class for seatbelt issues. The company stated that seatbelts for the  driver and the front passenger could fail to work due to the possible  breakage of the anchor for the belt. This can pose a serious danger to  the driver and passenger in the event of the wreck, removing a key  source of injury protection.</p>
<p>To this point, no wrecks and related passenger injuries have been  brought to the company&#8217;s attention. The issue was found when the company  was doing testing on the vehicles in September. To inform customers,  the company is sending them a letter in the mail that should arrive  around January 18th or before. This outlines details for taking the car  to a nearby dealership for repairs at no cost. The repairs done will  help to fix the issue and remove the safety hazard.</p>
<p>Another recall that has crossed the border into the United States as  well for several vehicles that have issues. This includes the following:   General Motors Terrain, Cadillac SRX and the Chevrolet Equinox are  part of the Canadian recall. These are tied to the United States general  recall, which totals sales of approximately 100,000 of these vehicle  models.</p>
<p>Luckily, Canada has avoided a series of recalls instituted by Honday for  some of its vehicles. The company called back approximately 35,000  Passport sports utility vehicles with rear suspension bracket issues.  The brackets could possibly come apart and cause a collision. These  vehicles were not offered on the Canadian market. The company has also  had issues with its Fit vehicles in regards to the headlights, brining  in a 1.35 million vehicle recall, which thankfully Canada was able to  avoid as well.</p>

			<content:encoded><![CDATA[<p>There a number of retailers in Canada who have an issue with  fees charged for each purchase, especially with Visa and Mastercard. The  Canadian Federation of Business has stated that they are considering a  measure allowing retailers to post a choice of signage stating that  people should pay with either their debit card or use cash. The credit  companies are also being challenged on the fees that they charge in  order to allow merchants to accept their credit cards. These fees can  range from 1.5 percent to three percent, depending on the type of credit  card used. Those customers using premium type cards are more likely to  bring retailers higher surcharge fees.</p>
<p>The Competition Bureau in Canada is going to request that the merchant  agreement retailers have does not include a surcharge on purchases made  with credit cards. Some are even pushing for government legislation to  help regulate the credit card companies on this issue. Another way  retailers can help curb the charges of the credit card companies is to  add their own surcharge to customer purchases on cards that charge them  higher fees. They also plan to propose that they can decline higher fee  cards from customers as well.</p>
<p>The credit card companies state this will work against customers,  causing them to have to pay more for their purchases. It will also, as  they feel, be a step into the past in pushing for the use of cash over  credit cards. They plan to fight against the measures that are being  proposed by retailers. As the contention heats up, the battle over  surcharges on both sides of the table could get heated. Customers are in  for an intersting time shopping in the future as the two sides work to  find a middle ground. The question of cash, credit card or debit card  may soon come to a head and get a final answer.</p>

			<content:encoded><![CDATA[<p>Prime Minister Stephen Harper announced the two new senators  that will take their positions in the party, filling two vacant seats:   Larry Smith and Don Meredith. This move changes the balance of power in  the Red Chamber in favor of the Conservatives, who now have the  majority. Smith, who is a prior CFL commissioner, will fill the position  in Quebec. The other new senator, Meredith has been a minister and  helped to set up the Greater Toronto Faith Alliance. He will fill the  position that is currently open in Ontario.</p>
<p>The prime minister told reporeters that these two men are highly  regarded in their communities and will offer a broad experience in  community action, support, business and sports activities to the  government. The other reason the prime minister chose them is their  promise to back actions to bring the Senate under higher scrutiny. Part  of this is to pass legislation that sets tenure limits for senators and  gives provinces the right to vote for their own senators in the  government.</p>
<p>The current balance of power in the Senate shows the Liberal party with  46 seats and the Conservatives with 54. Two senators are independent  politicians, while two more are tied to the Progressive Conservative  Party. One Liberal senator, Raymond Lavigne, was kicked out of the party  causus back in 2006 for various alleged activities. Among these were  charges that he used Senate money for his own personal expenditures. He  is now not allowed to come to any committee hearings or chamber  proceedings. In January he will face the courts for committing $5,000  worth of fraud and for obstructing justice.</p>
<p>How Meredith and Smith will do in their new roles waits to be seen. Both  of them are well known, and their experience will hopefully bring a new  perspective in the Red Chamber.</p>

			<content:encoded><![CDATA[<p>The Canadian Radio Communications and Television Commission has  announced a stiff $1.3 million fine for Bell Canada. The decision was  handed down after it was found that the company was making telemarketing  calls to consumers who did not want to get them in the first place. The  investigation discovered that in the period from January to October of  2010, the company illegally contacted a great portion of the seven  million people who had signed up on the nationwide do-not-call list.  Some of those contacted were Bell Canada customers, but had placed  themselves on the company&#8217;s list of people not to contact. This fine  marks a record for one given for telemarketing calls.</p>
<p>The company states that it hired many of the calls out to outside  telemarketing companies, many of which it has now decided not to do  business with. The company also used machinery that automatically called  various customers, which has now been stopped by Bell Canada as well.  They also have agreed to pay $266,000 to Concordia University&#8217;s  Institute for Information and Systems Engineering.</p>
<p>Canadians can add their number to the do-not-call list, which requires  that the company get the individual&#8217;s number from the computer system  within 31 days. Those who can still make these calls include: political  party candidates, marketing research firms, firms that handle polling  and businesses that know a customer. The government, in 2008, set up its  own do-not-call list, giving residents even further protection from  annoying solicitation calls. Bell Canada joins Xentel DM, which was  fined $500,000 for making illegal calls.</p>
<p>Canadians can now feel better about sitting back and enjoying their  evening without the phone with a salesman on the other line. The  aggressive policies of the Canadian Radio Communications and Television  Commission give customers greater freedom and privacy from telemarketing  firms. Steeper fines will help to keep these firms in check.</p>

			<content:encoded><![CDATA[<p>The Canadian economy over the course of 2010 has had its ups and  downs in the stock market, housing and numerous other areas. Things are  looking on the up and up, though, as some hope is seen on the horizon  for regaining strength. The starting point has been seen in the housing  market, where in 2009 there were numerous sales and steady increases in  price. Things slowed, with the second part of the year having a much  weaker showing them first part did. When summer hit in 2010, the housing  market started to have a small pickup as the average cost for a home  being sold at approximately $344,260. There were variations in housing  prices, though, across the nation. The Canadian Real Estate Association  has stated that the market seems to be balancing out.</p>
<p>The stock market is another area of the economy that has had an  unexciting time this year. For example, the S&amp;P/TSX Composite Index  was at 11,746.11 at the end of 2009, but climbed steadily back up to  13,000. This is a good gain of 12%, but is still under the 15,073.13  that the markets saw in June of 2008. As the economy slowly recovers,  investor returns will be more modest within the next few years. The  Canadian dollar has been able to hold its own throughout 2010, staying  within range of the value of the American dollar. This coupled with  interest rates that hit as low as .5%, then climbed back up to 1.25%.  The bank rate was reduced from 2009 in April up until June of 2010 in  order to stimulate the economy. Interest rates may continue to rise in  the near future, which consumers need to keep an eye on. The Canadian  economy can look to the future with a somewhat sunnier disposition as it  has achieved a 5.8% growth rate.</p>

			<content:encoded><![CDATA[<p>The National Hockey League has had to institute a new rule to  deal with players giving a blindsided hit on the head during games.  A  good example of this kind of behavior came during a game where the San  Jose Sharks were playing the St. Louis Blues. Sharks&#8217; player Joe  Thornton gave a hard shoulder hit to the head of Dave Perron who plays  forward for the Blues. This landed him a suspension for two games from  referees. Even though he has appealed the judgment, he was turned down.</p>
<p>Players can still give a solid body check to another player without the  need to include a headshot. Perron was able to complete the game after  being struck, but has been benched for the past 21 games due to a  concussion. His Blues teammate, David Backes, does this kind of move all  the time without the need for a head-to-head. He is also known as one  of hockey&#8217;s most aggressive players, with 17 hits up to this point in  the season.</p>
<p>There are three criteria that the National Hockey League is concerned  with when it comes to this kind of hit. The hit has to be a lateral one,  there must be contact with the head and it has to come from the  blindside. That is where rule number 48 is coming to play, outlawing  this kind of hit on the head. Players seem to be adjusting to the rule  well, too at one point even agreeing to suspension for doing this kind  of a hit. This happened when Mac Cooke from Pittsburg and Marc Savard  from Boston both agreed to a suspension. This shows that despite some  negative outbursts from a few, most players are in support of the rule.  It will help protect players from concussions and related injuries that  could land them on the bench for most of the season.</p>

			<content:encoded><![CDATA[<p>New Brunswick was recently hit with a series of heavy,  torrential rains that caused massive flooding throughout the region.  While they are still struggling to clean up and recover from the first  round of flooding, more severe storms are forecasted to hit the area.  Environment Canada has laid down a weather warning for most of the area,  with the northern part receiving a  snow warning along with potential  high winds.</p>
<p>An area that has been hit the hardest by the flooding is St. Stephen,  which finally has begun to see some of the water lowering from the storm  the previous week. It will have to brace itself for the new storm,  which is expected to drop 45 millimeters of rain. This, coupled with 70  kilometer an hour winds, could create a storm surge with a strong surf  along the coastline. The water will then have a series of high tides  that could bring flooding to the area either Tuesday afternoon or into  the evening hours.  This storm does not carry the same punch, though,  that the last one did.</p>
<p>The next step it help for these residents with housing and funding to  make repairs to homes that were damaged during the flooding. The  government will be providing aid to victims after damage and repair  assessments have been done on damaged property. The process could be  further delayed due to government offices being closed during the  holiday season. Private individuals and a number of organizations have  stepped up to help people in the meantime with whatever funding can be  put together. The Canadian Red Cross is currently accepting donations to  help the flood victims. TD Bank Group has also kicked in, giving the  Red Cross $10,000 in donations. As the area prepares for the next storm  coming in, residents will be relying heavily on these efforts to help  them keep things going.</p>

			<content:encoded><![CDATA[<p>In the northern part of Canada, the Nunavut government is  putting plans forward to conduct two large surveys of polar bears next  year. These surveys will be conducted specifically in the western part  of Hudson Bay and the Baffin Bay-Kane Basin. There has been a recent  conflict between the numbers reported by hunters and those reported by  biologists. Hunters state that the number of polar bears is increasing,  while biologists are arguing that their numbers are declining. The  surveys should give the final word as to which story is correct. This  can be critical to the future survival of polar bears, whose numbers  have to be carefully managed.</p>
<p>Officials have decided to conduct the survey in western Hudson Bay from  the air, but have not yet decided how to survey in the Baffin Bay-Kane  Basin area. In the latter region, the Nanavut government will be teaming  up with the government of Greenland to do the surveying. The two  governmenst will choose an appropriate method to count the bears as a  team. After the surveys are conducted, they will be analyzed and then  compared with studies done in the previous six year period by the  Canadian Wildlife Service.</p>
<p>Getting the numbers right is crucial, as careful controls have to be  kept on how many polar bears can be hunted each year. If they are over  hunted, and their numbers slip too low the bears could become endangered  and their fragile existence could be put in jeopardy. The government  has worked closely with all stakeholders, including hunters, in order to  wisely manage the polar bear population in the north. This makes it  possible for Canadians to still enjoy an outdoor sport while protecting  one of the country&#8217;s most beautiful species. That is why careful surveys  are being conducted to determine the exact number of bears that are in  the two regions.</p>

Six provinces  have put out a message that the government needs to expand the Canada  Pension Plan instead of focusing on proposed reforms. The Finance  Minister stated that he will not be putting forth any plans that include  expansion of the pension, but instead supporting a plan that puts the  pension in the private-sector. It would outline a pooling of pension  resources, from businesses to self-employed individuals, that would cost  much less. The provinces of British Columbia, Nova Scotia, New  Brunswick, Ontario, Manitoba and Prince Edward Island want the  possibility of expansion to be kept in consideration.</p>
<p>There is support for the private-sector route, but enacting a small  increase in the near future. There has also been additional lack of  support for Flaherty from those in opposing parties and those involved  in the labor movement. The plans regarding the future of Canada&#8217;s  pension plan has been going on for the last year, with the recent  federal plan which would base the pension plans on established  contributions. This would broaden their availability to more in the work  world, such as self-employed individuals.</p>
<p>The government, as it planned in June of last summer, plan to go forward  with analysis of a three-part reform approach. The three parts to be  addressed are as follows: future additions to the pension, changes in  regulations so that provinces could allow the private sector to offer  employees the low-cost saving option and financial literacy. The battle  over expansion versus the private-sector route looks to heat up as  Flaherty heads to meet with the provinces regarding his proposal. They  will have to find a middle ground in order to move the reform plans for  the pension through the government.</p>

<p>Federal and provincial government officials have been exerting  pressure on Craigslist to pull prostitution ads from its various  Canadian websites for months, and the company has finally given in. The  government has shown deep concerns that the company&#8217;s erotic section of  ads could elicit criminal activities, child prostitution and sex  trafficking. The company was forced to do the same in the United States  after they were told they would not have legal protection to keep them  online. The government is working to confirm the pulling of all of the  ads, with Ontario promising swift action if they are not.</p>
<p>The issue reached a head when a 14 year old girl in British Columbia was  taken into custody by police. She was both advertising herself as a  prostitute and doing so for other girls that were underage through  advertising on the site. The government has stated that the site does  not have the same editorial controls that many newspapers in the country  do. They have displayed explicit advertising, but can better ensure it  does cross the line.</p>
<p>When the Canadian government first requested that the ads be pulled,  Craigslist asked to meet with government officials in Ontario. In the  meantime, hundreds of advertisements for prostitution were posted on the  website on a daily basis. The Canadian Attorney General Chris Bentley  sent two letters to the company, requesting the ads to be pulled. His  letters were joined by those from the provinces of Saskatchewan, Alberta  and Maintoba.</p>
<p>The case with the fourteen year old pimping out for other girls on the  site proved the point that government officials had been trying to make.  The ads being pulled proved a victory for those wanting to protect  women, children and other vulnerable individuals from the possible  criminal activity that could be brought on by this practice.</p>

			<content:encoded><![CDATA[<p>Mayor Rob Ford of Toronto has stated to the citizens of the  province that he will keep promises not to raise any taxes and to get  more money back to the taxpayers. He also has put a plan forward to do  away with the land registry tax and to put more accountability controls  on spending within government, especially regarding the police  department, which has an annual budget of nearly $900 million. Different  departments within the government are going to have to tighten their  purse strings to be more frugal with spending. This, he says, will help  bring more money back to taxpayers.</p>
<p>The mayor has tried to set an example by using a staff of only 16  people, whereas those before him usually had a staff numbering 25  people. He has been successful so far, especially in getting a motion  passed that stated the Toronto Transportation Commission was an  essential service. He is also making promises of no increases in  spending, a freeze on property taxes and no cuts in public services. He  got the vehicle registration tax taken out and reduced the budgets for  the mayor&#8217;s office and that of the city councillors. His plan is to  focus in on the central services the city should provide, including  police, paramedics and firefighting among them. He also plans to put  efforts into the subways and not into aboveground public transit.</p>
<p>He also has plans to clean up graffiti around the city and to improve  the condition of roads throughout the area. Spending cuts may also be  done in areas where the city has normally been involved in the past.  This is true of Pride Week and Caribana, events in the past which the  city has the support into. Ford states that the private sector should do  more of a part in helping to fund these public events.</p>

			<content:encoded><![CDATA[<p>Fort Anne National Historic Site of Canada is the perfect to  step back into the earliest years of Canada, which is the country&#8217;s  oldest national historic site. It chronicles the military history of the  fort as it experienced the battles and business involved with expanding  empires. It changed hands numerous times throughout its history, and  still stands today as a fascinating learning opportunity for visitors to  get a peek into the past.</p>
<p>The museum is housed in the 1797 Officer&#8217;s Quarters, which has been  renovated to its former appearance. There are more than 400 artifacts  that you can look at, including the eight foot by eight foot Fort Anne  Heritage Tapestry that park volunteers made. These are primarily  military in focus, and cover the 400 year span of history that the fort  was active. From September to the middle of October, the park is open  from 9 AM to 5 PM, and is open on weekdays from October 16th through May  14th, but is closed Saturday and Sunday. There is a fee charged to  enter.</p>
<p>During the warmer months of the year, the park is host to a number of  special events, especially on Canada Day. There are demonstrations of  military life and battle action, and you can also attend special  presentations that give you greater insight into the history of the  area. You will need to contact the park or check the park website to  find a schedule of upcoming events.</p>
<p>While here, you can walk the Perimeter Walking Trail, which takes you  through the foritifications that were built to help defend the fort.  These are star-shaped and give you perfect views of the defenses and of  the nearby Annapolis River. You will be walking a total of 1/2 a  kilometre. You can also fly your kite on windy days or play croquet with  your family. The site has a set that is able to be borrowed by  visitors.</p>
